SAAD Consultants Capabilities


SAAD Consultants key staff includes registered professional engineers with graduate degrees and experience in water resources planning and engineering. These key staff are supported by environmental and coastal engineers and GIS staff, most with a world of experience and advanced engineering education. Key staff also have 20+ years experience in hazard mitigation evaluation and complaince. To expand our services within Saad, an experienced home and post-distaster inspector joined the team in 2006.

SAAD Consultants' past performance includes the completion of water resources projects: flood control, channelization, diversions, levees, earth dams, floodwalls, highway drainage, bridges, culverts, stream bank stabilization and protection, floodplain studies, and revision of National Flood Insurance Program (NFIP) flood maps. Refer to Past Performance for specifics.

We perform hydrologic analysis and modeling for the above mentioned projects, using HEC-1 and HEC-HMS, GISHydro, TR-20, streamflow statistical analysis for gaged watersheds, and regional regression equations for ungaged watersheds. We also perform hydraulic analysis using HEC-2, HEC-RAS, integrated with HEC-GeoRAS for delivery of digital products, unsteady state models for dam break analysis, and 2-D models.

We have experience in the analysis and design of highway stream crossing structures for various State Departments of Transportation. The hydrology uses GISHydro, USGS regression equations, and rainfall-runoff models, such as TR-20. The hydraulics of drainage structures are analyzed using the Federal Highway Administration (FHWA) HY-8 software and HEC-RAS model. Our staff is also experienced in bridge scour analyses based on FHWA HEC-18, “Evaluating Scour at Bridges"

We use the latest GIS technologies and tools available for water resources projects, such as floodplain studies, culvert analyses, and bridge scour studies. We have hydraulic engineers with experience in using ESRI GIS systems such as ArcView, Arc/Info, and ArcIMS. We also have experience in developing GIS programs using AVENUE and AML to facilitate preparation of input data for H&H models and presenting results of these models in a GIS format.

The scope of our capabilities extends to coastal and environmental planning and engineering. We also team up with other small firms with expertise in coastal, planning, and environmental sciences. These services include:

Navigation, including dredging and dredged material management
Coastal Hydraulics including 2-D modeling of navigation projects

The diverse nature of the completed projects range from design, permitting, construction of beach restoration and erosion control projects and dredged material management facilities to advanced mathematical modeling of complex water bodies for the design and evaluation of bridges, jetties, breakwaters, and channel deepening.

Selected Coastal Projects:
· Preparation of plans and specs for a beach restoration project in Puerto Nuevo, Puerto Rico
· Beach and dune restoration following Hurricane Opal in six Florida Panhandle counties
· Wave modeling for jetty design and ship operations at the Port of Dos Bocas, Mexico
· Marina design, restoration, and dredging projects for public and private sector
· Beach placement/nourishment projects in seven Florida coastal counties
· District engineering services for port and navigation districts
· Feasibility studies, design, permitting, and/or monitoring aspects of beach nourishment projects
· Design and assessment of several navigation projects including Ponce DeLeon Inlet
· Preparation and implementation of a 50-year dredged material management plan
· Permitting, design, and construction observation for six dredged material management facilities

Planning and Environmental Studies

SAAD's environmental team consists of specialized professionals focused exclusively on the conduct of Environmental Impact Assessment Studies, such as EAs and EISs under the National Environmental Policy Act. In conducting over 300 Environmental Impact Assessment studies, our consultants have worked with a wide variety of environmental issues associated with diverse types of projects in many different environmental settings:

· Water quality issues associated with water and wastewater treatment in rural inland and coastal environments

· Water quality issues associated with industrial facilities and development, biological diversity and endangered species issues associated with water diversions, impoundments, and other hydrological changes

· Potential impacts on the biological, physical, cultural and socioeconomic environments

· Management plans for National Wildlife Refuges, including potential additions

· Environmental protection of parks, wildlife refuges, and other natural resource protected areas for recreation, tourism, and attendant economic development.

SAAD’s performance is rated by the US Army Corps of Engineers (USACE) ACASS rating system as “Above Average” with sub-ratings of “Outstanding” and “Satisfactory.”

A project, which we completed for the Los Angeles District, USACE was nominated for the Project of the Year Award in 2003 by the California Floodplain Management Association (FMA). For this particular project, we used the hydraulic models HEC-RAS, HEC-GeoRAS, and GIS Application using Arcview software.
