One significant project is the FEMA Map Coordination Contract (MCC), formerly called
Technical Evaluation Contractor (TEC) contract. This multi-year, multi-million
dollar, 15-state effort requireed
SAAD Consultants, as a subcontractor to PBS&J, to conduct
comprehensive reviews of hydrologic and hydraulic modeling for flood studies and flood
control projects in the Central United States. The map to the left shows the states
of the MCC assignments.
SAAD Consultants had on-site engineers to support PBS&J as well as reviewing other
flood control projects and flood studies at our facilities. One example of projects
reviewed is the Shadow Creek flood control project in the City of Pearland, Texas.
The requester proposed filling a big portion of the floodplain and floodway of
Clear Creek. To compensate for the loss of the floodplain storage, diversion works
of Clear Creek from its natural path into the planned Shadow Creek Ranch was proposed.
A system of ponds connected by channels and culverts within the Ranch was planned to
compensate for the lost storage. In essence, technically, the requester was moving
the natural floodplain into the proposed Shadow Creek Ranch. The requester used a
model called Advanced Interconnected Channel Pond Routing (AdICPR), developed by
Streamline Technologies, Inc, Florida, which simulates a series of ponds/lakes
connected by channels, culverts and bridges, where the storage discharge
relationships are functions of tail-water conditions. The computer program
solved for the ponds' elevations and discharges and the outflow at the
boundary (ultimate outlets) simultaneously. What made this project
rather special was that Clear Creek floodplain fell into three (3)
counties and the City of Pearland. Coordination among these communities was challenging.
