The scope of the project was to assist the City in certifying the levee system to protect against the 100-year flood. The levees extend from College Boulevard to the Pacific Ocean, a total length of approximately 8.0 miles. SAAD Consultants reviewed the Los Angeles District Corps of Engineers design and construction plans, including hydrology and hydraulic analyses, levee freeboard, closures, and interior drainage.
The Los Angeles District design alone satisfied FEMA's requirements to certify the levee to protect against the 100-year flood.
However, our site inspection of the levee revealed that riprap for a short length of one of the embankments had not been placed, resulting in FEMA's denial of the certification.
Because of that, flood zone 99 was issued until the District completed the project by placing the riprap on the embankment. The District later placed the riprap shown on the left photo, and the levee was then certified as a flood control levee.
